Yes.  Technically it would be classed as "copyright infringement" but that's just the fancy term for 'stealing intellectual property'

That's exactly the kind of thing that makes people that know a bit about intellectual property cringe really really hard.
Copyright law is f***ed royally. Common sense or "good intentions" don't count for anything.

It doesnt matter if he is making money or not. That is not your or our decision. You do not take the work of other people without permission. Simply said this is stealing. Somebody else put time and effort into something and this should be respected. I will personally punch everyone in the face, who thinks it is just okay to take the work of somebody else.

In fact a lot of channels on youtube get removed or warned for taking something that is not theirs. The problem lies somehwere else. We have a saying in german: Wo kein Kläger da kein Richter. If you roughly translate that into english it means Where there is no suitor, there is no judge. If people find something is stolen and they care enough to report it, the channel usually gets a warning and the video removed.

If you want to fix a problem, get in contact with the modder. If he does not respond, it is a shame, but thats it.

Unfortunately MeFirst is right. No response ≠ permission.

Copyright stuffs aside, it's more about respect. Taking someone's stuff without asking them (digital or physical, wanted or unwanted) isn't a good look. Best thing to do is either wait for a response, or (if worst comes to worst) we can over create an overwrite config file that fixes issues through overwriting incorrect config entries (similar to the 3CB config).

Just to clear this up. Modifying the original and re-publishing is a no-no - even if it helps the community. It's been done before and caused all manner of upset even if it "logically" feels right. Bis Moderators won't even allow that to exist on their forums the moment someone points out it's an unauthorised modification.

Some communities "fix" or mod stuff internally. Holding them on their private repos. BUT to do that, even held internally, is technically wrong and against the spirit of the Community. More to the point would be tricky for us as we "host" our mods using PW6 i.e. publicly :-)

What we CAN do as Jamie says is identify what's wrong with the mod and write ANOTHER mod with config fixes to correct the Original.

Now if they are Model errors that won't work, but if they are simple script or config errors it's possible.

Tbh there are other mods out there, that are supported that we can use, so I'm not sure of the benefit - unless LOP offers something unique not found elsewhere ?
