Takistan harts and minds AI

I noticed while on this mission that the AI at base patrolling kept getting in the way on the runway, taxiways and the rifle range any chance there patrol route be altered.

The ANA patrol the spawn base with infantry and technicals. This often results in vehicles on the runway or people. If you run over or hurt enough people, they will shoot you.
