As per "Marcel Apollo Marceau" above - Sounds like you forgot the Addons folder.

Remember folks - mods are all the same. Just make sure the folder structures all match up :)

many mods are often released in a lazy fashion without "@" folders or even Addons sometimes... you just need to check and change as appropriate.

If you launch using Arma3Sync it will automatically recognise this, that's why it still works. Its best however to stick to the standard mod folder format as Apollo suggested.
