I am personally looking to get a Nvidia GTX 1070 in the coming months. Its a really good card but i am biased as i am a Nvidia fanboy.

Mefirst best for the budget is a 1050 Ti or RX560

Second hand might be a viable option in this price range, especially since the people that always want the latest and greatest sell their old gear for peanuts.
970's second hand might fall around the price range you are looking at and are insane value.
Even your precious R9 280X's fall in the second hand price category.

Thats weird, i think my 980 is dying aswell. When i start Arma, 7/10 times, my screen turns to stand by. But sometimes my GPU is running just fine

hmm, maybe it tries to use an unsupported resolution or switches to a dipslay thats not actually connected?
(or the driver is faulty)

Does it ever happen mid game or only on the game startup? 

it rarely happens midgame. Usually it happens when i get ingame (when i can run around). Before i get on an op, i start the editor, so i know this wont happen. i start the game with -world=empty, it might go into stand by in the main menu if i turn that of. i'll test this from now on
