SITUATION
 :Topolin, Nadbór region, Occupied Livonia. 11 May 2001. In the late 1990s, the Eastern European country of Livonia experienced a violent and protracted civil war fueled by deep-rooted ethnic tensions and political rivalries. The conflict pitted the Livonian government, representing the majority Livonian population, against several separatist factions seeking independence for different regions within the country, such as the Boskar people in the south and the Kaldens in the north. Recognizing the urgent need to address the deteriorating situation, the United Nations (UN) launched a peacekeeping mission in Livonia in 2001, known as UNLIV (United Nations Livonia Mission). The primary objective was to facilitate a ceasefire, foster dialogue, and oversee the disarmament of armed groups to restore stability and protect civilian lives. The UNLIV peacekeepers, comprising troops from various nations, faced significant challenges as they navigated the complex ethnic and political dynamics on the ground. Their mission was to gain the trust and cooperation of the conflicting parties, who were deeply entrenched in their aspirations and grievances. The Livonian government, initially reluctant to accept international intervention, eventually welcomed the UN presence as violence escalated and humanitarian crises worsened. However, some factions within the government remained sceptical about relinquishing control and viewed the UN mission with suspicion. The separatist factions, on the other hand, had mixed reactions to the UN's involvement, with some seeing it as an opportunity for dialogue, while others perceived it as an obstacle to their independence aspirations. With UNLIV peacekeepers increasing significant logistical and security challenges. British forces operating in rugged and remote regions have started to encounter landmines, sporadic outbreaks of violence, and attempts by armed groups to undermine their efforts. Ensuring the delivery of humanitarian aid and protecting vulnerable populations became crucial priorities amidst the ongoing conflict. Having not encountered KLDP forces in the region for some time now, 45 Commando has been conducting regular patrols into the war-torn Topolin area with little to no success. However, having the Livonian peace talks fell through, KLDP activity and traffic soared. With this a mass simultaneous deployment of 45 Commando across the area, Charlie Company has been given the towns of Huta & Muratyn. MISSION:
 Charlie Company, 45 Commando has been tasked with conducting a standing patrol into the towns of Huta & Muratyn to investigate possible KLDP activity. INTEL:

 RULES OF ENGAGEMENT:
 UNLIV and the UN are not in-country to prevent the war or take sides. It is merely there for the protection of civilians from targeted aggression. UN has acknowledged that some civilian casualties may arise collaterally from engagements between the warring sides.UN Mandate 673.2 gives authorisation to UNLIV to use “reasonable force” in the protection of civilians who are or appear to be directly targeted by hostile forces intent on causing civilian casualties.No UNLIV /UN unit is to fire unless fired upon.Only such force as is necessary can be used in the defence of the self or the protection of civilians as above.No entry to buildings unless invited or to eliminate a confirmed threat.Use of HE, including grenades is to be avoided in built-up areas or where there are civilians suspected or confirmed.Use of suppressive fire is to be monitored and controlled for the above reason.All actions must comply with the UN’s Universal Declaration on Human Rights.As such, all actions must be Justified, Authorised, Proportionate, Auditable, and Necessary.
