SituationBosnia HerzogovinaThe newly resurrected conflict in Bosnia Herzegovina is still ongoing between the Bosnian Serbs and the Bosnian Muslims. Bosnian Serbs to the east of the area are continuing in their fight for separation from BH and are looking for integration with Serbia. This is still fuelled by an increase in Serbian nationalism but still does not appear to have involved the Serbian Army or Government directly.
The factions involved are the New Serbian Army (NSV), BH-Serbian separatists who have been attacking predominantly BH-Muslim towns and villages with a view to forcing the BH government into recognising their claim. BH-Muslim nationalists and militia have been defending their areas and, in some areas, have made ground on BH-Serbs. The BH Army, which has employed Serbs, Croats, and Muslims is still fragmented due to its ethnic make-up and has become ineffective, although there appears to have been an increase in organisation and the continued defence of BH.
The UN has responded quickly on a humanitarian basis and continues to provide limited protection to areas of BH and convoys trying to reach besieged civilian populations. However, civilians on both sides are continuing to be directly targeted. NATO, with limited backing of the UN, and still keen to avoid a repeat of the embarrassment of allowing ethnic cleansing, continues to make use of its Implementation Force - formed to directly prevent the ethnic cleansing of civilians. IFOR, particularly British units of IFOR, have had continued engagements with one BH-Serb paramilitary group, the Red Wasps (CO) who have been directly involved in ground-based ethnic cleansing. This unit appears to have been formed from the former Yellow Wasps (ZO ), active in war crimes in the early 1990s.
K Coy, 42 Commando have been based in the Muslim held town of Elektrozavodsk, forming part of IFOR for the region. There are Bulgarian UN troops in the town, providing direct protection to the civilian population and NGO convoys.
1 Troop is based at the town’s old fire station and is acting as a QRF to reports of potential ethnic cleansing. Troop has had some success in reducing ethnic cleansing in the area, following the unit’s previous encounters with the Red Wasps.
Intel:
At 0945 this morning, two mortar shells struck the weekly market at Elektrozavodsk, causing a number of casualties. The mortar baseplates and spotters are presumed to be in the immediate vicinity and in an area overlooking the town.
Mission1 Troop is to deploy immediately from Elektrozavodsk, locate and destroy mortar base plates in the area, and arrest/neutralise any forces suspected of targeting civilians in Elektrozavodsk.
SupportFollowing previous engagements with hostile forces, 1 Troop has now been supplied with Bulldog AFVs.

ROE- IFOR and the UN are not in-country to prevent the war or take sides. It is merely there for the protection of civilians from targeted aggression. UN has acknowledged that some civilian casualties may arise collaterally from engagements between the warring sides.
- UN Mandate 673.2 gives authorisation to IFOR to use “reasonable force” in the protection of civilians who are or appear to be directly targeted by hostile forces intent on causing civilian casualties.
- No IFOR/UN unit is to fire unless fired upon.
- Only such force as is necessary can be used in the defense of the self or the protection of civilians as above.
- No entry to buildings unless invited or to eliminate a confirmed threat.
- Use of HE, including grenades is to be avoided in built-up areas or where there are civilians suspected or confirmed.
- Use of suppressive fire is to be monitored and controlled for the above reason.
- All actions must comply with the UN’s Universal Declaration on Human Rights.
- As such, all actions must be Justified, Authorised, Proportionate, Auditable, and Necessary.
