Since Hertz (1/s [stuff per second]) is derived from the standard unit of time - second - I think 1 Klawc should be defined using this standard.
1 second is the duration of f 9,192,631,770 periods of the radiation corresponding to the transition between the two hyperfine levels of the ground state of the caesium 133 atom.
Thus 1 Klawc is defined as the 919,263,177th part of the frequency of the radiation corresponding to the transition between the two hyperfine levels of the ground state of the caesium 133 atom.
