Bretonnia is actually one of the nations that will be in the game on launch. While they do not have a single player campaign they will be accessible to all players in custom and multiplayer battles as far as i am aware on launch.

They have also announced there will be a 'free DLC' pack containing a new Race within the next 6 months - So you can bet that will be a campaign playable Bretonnia!
