Madrid Conference (Dawn of a New Era)


From the proposal to the world from the French Delegates in the United Nations Security Council, Spain offered to host the conference in Madrid, and now the delegates have arrived in the local courthouse to discuss the matters of how to organize the UN Peacekeeping operation and where nations are willing to operate. Yugoslavia and Croatia have both agreed to the Peacekeeping Operation and will gladly receive any Humanitarian Aid that may come from it.

Although unannounced, Vice President of the United States Dan Quayle also sent representatives to attend the conference, as the President has gone on another fishing trip to Alaska. Because of recent events in Chechnya and the tensions in the Far East, some consider it best to divide the operation into zones for different nations to handle. Some propose that NATO and CIS forces remain separate for the operation as to avoid any tension between the two powers. The Yugoslavian Army has gained significant ground in Croatia, but Croatian Independence Fighters are still holding firm in certain pockets near the capital and coastline. The proposed mission is not for the United Nations to directly intervene in supporting any sides, but rather send out convoys and peacekeepers to assist the local population in their time of need.

 Spain: We prefer for any commitment of Russian troops to not be located near any JNA elements, as they have openly expressed their support for the country and we would not want to jeopardize our mission by having Russians support Yugoslavian soldiers with supplies of any sort. Instead we propose that Russian forces operate outside of areas where JNA troops are active, instead supporting distribution of aid around the capital still under croatian control, or the Rijeka Airport to secure a staging area where UN peacekeepers can operate out of and send necessary aid to other stations that will be established in the future.

We also are willing to send 2,000 troops and some light vehicles to support logistical convoys and secure distribution centers.

Italy: We are willing to allow troops from the west to use the airport near Venice a stop on the way to the Balkan region. We are also willing to send a couple of C-27J Spartans to help lift supplies into the Rijeka Airport.
