The War on Terror (Game Thread)

September 20th, 2001

America is still reeling from the initial blow that was the September 11th attacks by Al Qaeda members, who are backed by Osama Bin Laden. Tensions are rising in the 21st century as many Americans want those responsible for the terrorist attack to face justice, and with the recent declaration of war on terrorism by the United States, many are skeptical of a future which may now be riddled with conflict. Many, including the United States, look towards a small country in central Asia known as Afghanistan, and the government in power known as the Taliban is harboring terrorists, including Bin Laden and so far has refused to extradite him. Most believe that more forceful action other than demanding may be necessary to remove Al Qaeda, and the United States and other NATO members are preparing for war. Only time will tell.

                   World Events

1. Iraqi No-Fly Zones

After the Gulf War, two No-Fly Zones were put into effect by the United States, United Kingdom, and France in northern and southern Iraq. These were put into place to protect the Kurds and Shiite Muslims from Iraqi aircraft, and still remain in effect (Although France withdrew her aircraft in 1998). The United States and its allies still maintain this No-Fly Zone policy, and tensions have risen with incidents of Iraqi forces attempting to shoot down coalition aircraft.

2. Civil War in Afghanistan
The conflict continues between the Northern Alliance and the Taliban Emirate in Afghanistan, with the Northern Alliance being pushed back to the north eastern region of the country which is mainly comprised of mountainous terrain. The country has been at war for as long as anyone can remember, and even after the departure of Soviet forces in the late 80s early 90s, war continues between various tribal groups. Many see conflict continuing further with the Taliban refusing to extradite Osama Bin Laden and allowing Terrorist cells in the country to remain unharmed, which may end up involving foreign powers into the region once again.

3. Afar Insurgency
Since the beginning of 1992 Djibouti has been embroiled in a civil war between government forces supported by France and FRUD (Front for the Restoration of Unity and Democracy) movement, which has fought in the northern regions of the country. But now finally in late 2001 moderate factions of the FRUD movement have negotiated peace treaties with the government, and the insurgency seems to finally be coming to an end. There is current negotiations right now between Djibouti and the United States in negotiating a lease of a military base for United States Central Command to establish a presence in the area and provide stability to the region, which not only is suffering a refugee crisis from the civil war, but also has seen skirmishes between Ethiopia and Eritrea which temporarily has been stopped by UN forces in the area.

The Bundesrepublik of Deutschland is examing the current situation after the terrorist attacks on the World Trade Center in New York and especially if Article 5 of the NATO is in full effect.

While we will fulfill our obligations as a member of the NATO, we will not define our level of engagement and support, until we are sure who is responsible for the attacks in New York. Until that, we of course give our friends in the US our full support when it comes to their bases and hospitals on german ground.

The german minister of interal affairs has requested to boost security around american installations in germany like militarys bases, embassies but also US based establishments that could be targeted by terrorists. The german Bundestag has accepted that request and the german police will now increase the security around those areas.

There is no war to end all wars.

Islamic Emirate of Afghanistan: At the present we cannot hand over Osama Bin Laden, because there is a lack of evidence connecting him to the 9/11 attacks. We will offer that Bin Laden may be tried in an Afghan court, but the United States must provide "Solid Evidence" of his participation in the 9/11 attacks. We will warn the western powers that if they dare invade our country, we will declare a fatwa, and a jihad will be in order for all our Muslim brothers to follow.

Russia: As a gesture of goodwill, the Russian government shows full cooperation in assisting the United States to bring these terrorists to justice, who not only have targeted the United States but many other powers, including ourselves, around the world for the sake of terror and twisted beliefs that do not represent the majority of peaceful Muslims. Russia offers to share intelligence with the United States on terrorist cells in central and southwest Asia, along with allowing humanitarian aid flights to pass over Russian airspace unhindered.

Since Osama Bin Laden and Al-Qaeda have claimed responsibility for the terrorist attacks, the Government is discussion a course of action to support the US und the NATO Article 5. So far the majority of the Bundestag is against direct military support with combat troops, but examing the possibilities for more indirect support. The minister of defense has been tasked to prepare a support plan that invovles logistical and medical support for US Troops in case the current situation is escalating

A peace movement in the german population is forming up and starting small Peace Rally's in big towns like Berlin, Hamburg and München.

There is no war to end all wars.

1st TURN 2002

1. Azerbaijan - Talysh ethnic incident:

Some rumors have come out from southern Azerbaijan that a massacre occurred at a Talysh village by armed men who some claim were in military uniforms. Local Talysh members in Azerbaijan have taken up arms to defend their local villages, and tensions are now rising with the army reportedly mobilizing in preparation for deployment to the southern region of Azerbaijan, where it is mainly comprised of Talysh locals. Some believe remnants of the failed Talysh-Mughan Autonomous Republic are going to use this incident as an excuse to rally support to create a separate republic. Sporadic reports have leaked of possible smuggling rings opening up along the Azerbaijan and Iranian border with supplies filtering across to Talysh locals. Most believe it to be simple smuggling of valuable goods, but it may escalate to weapons and ammunition if the situation escalates.

2. US Airstrike Campaign

Effect Roll: 8

With recent clashes of US forces retaliating for Iraqi attempts to shoot down aircraft, Operation Desert Hare was launched in an attempt to cripple Iraqi capabilities to endanger coalition aircraft enforcing No Fly Zones over northern and southern Iraq. Although the operation was initially successful and some Iraqi SAM sites were destroyed, essential HQs and Iraqi top officials have for the most part escaped the bombing campaign unscathed. Iraq may have suffered a setback from the campaign, some analysts believe Iraq's Air Defense Network can soon be restored to initial strength levels. US Intelligence also has picked up unidentified aircraft in the southern No Fly Zone, but has so far been unable to identify if they were Iraqi aircraft or some other countries air force.

3. Camp Lemonnier

In cooperation with the Djibouti government, The United States was given legal access to occupy and use Camp Lemonnier as a staging ground for US Operations in the Horn of Africa and help the United Nations provide stability in the region. The civil war in Djibouti is starting to wind down as members of the FRUD movement are now sitting at the table with government representatives to negotiate autonomy and recognition of the movement as a legitimate political party. Djibouti is also at this time extending its hand to outside intervention to help rebuild the country and assist in providing basic humanitarian aid to many displaced civilians and former refugees who are crossing back over from Ethiopia to their native homeland. Small skirmishes have been reported in the area from more extreme rebels, but at the present it seems they are losing public support for an armed insurgency and have even been disowned by their own party.

United Nations: We believe the actions recently taken by Iran are unjust and violates the national sovereignty of Iraq. We urge all members of the United Nations and the Security Council to put pressure on Iran to cease combat operations in Iraq. We may not support the recent actions of the Iraq government, but this incursion of Iranian forces under the guise of "protecting Shiites" is actually an attempted projection of power by Iran attempting to indirectly seize control of Iraq while at the same time inadvertently destabilizing the region. We also find that with the incursion of Iranian air forces, it is in violation of the resolution of Iraq's southern No-Fly Zone, and we ask the coalition to treat Iranian Air Units the same as Iraqi planes flying in the No-Fly Zone.

COMBAT/EVENT ROLLS:

Uprising of Shiite populations roll: 13

Some southern militias have skirmished with Iraqi forces in order to gain favor with Iranian forces, but are quickly being squashed due to the lack of popular support of locals, with many fearing reprisal by the Iraqi forces similar to what was done with the Kurd's.

Kurdish Uprising roll: 2

Despite many Kurds seeking independence, many lack trust with the Iranian government due to past treatment of Kurdish independence movements in Iran, which were swiftly crushed with the support of the Soviets. Kurdish fighters have begun smuggling heavy arms through Turkey again, and a distinct of a possibility of another Kurdish uprising is likely.

Iranian bombing of Iraqi positions roll: 16

Iraqi forces have so far been able to remain cohesive, but devastating first strikes have border guard units in shambles, and Iraqi forces are scrambling units towards their eastern border to reinforce their defensive positions.

The german government has made the decision to offer the USA logistical support for their current engagement in Iraq.

2nd TURN 2002

1. Collapse of the State of Iraq

After the recent invasion of Iraq by Iran and the No Fly Zone hindering Iraq's ability to react, the country as a state seems to be failing. Not only have Iranian forces gained traction in gaining shiite fighters to assist in the invasion, but the Kurdish population in Northern Iraq also have taken the moment to declare their own independent state, and have so far fought off Iraqi army units who were swiftly cut off and surrounded, or forced to retreat south. The country seems to be divided into 4 main parties controlling parts of the country, including the Western Iraqi Rebels, Saddam's Government, Kurdish forces in the north, and finally Iranian and Shiite rebels in the south. There have also been reports of para-militias and radical jihadists moving into Iraq to assist the government in removing the "infidels" from Mesopotamia.

So far Iranian forces were able to push unhindered, but upon reaching the outskirts of Al Kut, heavy resistance from Iraq's Republican Guard grinded the invasion to a halt, and pushed Iranian forces back, and trapping some Iranian paratroopers in pockets unable to so far escape from Iraqi forces.

2. Invasion of Afghanistan

The American invasion of Afghanistan has so far gone off without a hitch. Some pockets of resistance from the Taliban forces have been able to stem the tide, but the implementation of rapid moving elements seizing territory reminiscent of Blitzkrieg Warfare from World War 2 have caused American forces (and her NATO allies) to reach and surround Kabul where resistance of the some remaining Taliban forces remain. Many Taliban remnants who haven't been initially destroyed have fled into southern provinces where support for their regime remains highest out of the entire country. The only question that remains, is what will American forces do once their goal is achieved in removing the Taliban regime and destroying or capturing Al Qaeda members, including Osama Bin Laden?

3. Ultranationalism Rising in Russia

In Russia a new political party was formed which called the Ultranationalist Party. It advocates a strengthening of Russia to become powerful once again like it once was during the Soviet era. There are rumors of some extremists having membership in the party, but so far to many citizens and outside nations it is simply another moderate party. The party has recently gained popular support from hosting events to help lower class citizens by way of free healthcare fairs, creating new food banks, and advocating a weakening of corporate influence in politics. Through these events Ultranationalism seems to be on the rise, and many lower class citizens believe that they will be able to have their voices heard through the party.

1. Germany is criticising the movement of troops over the iraqi borders from the US and their allies. Since 1990 and the attack on Kuwait by the Dictator Saddam Hussein, we stopped recognising Iraw as a sovereign and had no direct diplomatic relation ship it, we still criticise the fact the the coalition lead by the US acted without a direct mandate fron the United Nations.

2. The german government is also question the legitimacy of the NFZ over Iran and is doubting that it complies with international laws. So far this will have no effect on our current engagement in Afghanistan.

3. The german intelligence has found out that three of the suspects that could be responsible for flying the planes used in the terrorist attacks of 2001 did spend some time in germany and is further investigating this.

There is no war to end all wars.
