Yes, the channel frequencies are set in the server init.  Looks as though its a TFAR issue.  SJ is in discussions with them.

Because the majority of the Public Server missions have been broken by a mixture of updates to ACE3, ALIVE and 1.64, plus mods have been removed from the repo and the missions need updated. However, due to a combination of other projects and RL, no one has had the time to sit down and work through the issues.
