I'd have to say it is, whilst clearing out towns you enter them and get shot by EI that in the middle of a building.  You obviously don't know where they are as they are inside a building.  It's sad I really like the map and the mission.

When you drag down person you can shoot so i did :) when time for reload came my mags were gone :(

They are spawned dynamically by @Alive in both patrols and inside buildings (CQB).
There is an enemy Opfor commander working out tactical decisions and sending in reinforcements to key objectives.

No two missions will be the same.
