Change of T14's spawning via OSOD has been severely reduced in next version of OSOD

During a construct a supply base mission, we unloaded everything out of the crate. Just as we were unloading the final two bits, the crate took damage. About a minute after everything was unloaded, it blew up and the mission failed.

Despite us having everything unloaded, the mission did not succeed. I imagine it has something to do with the damage.
