I'm impressed that you've already determined the weight of this unknown future mod - very well designed!
All of the AI mods I've seen in my time have had some fantastic features, and some very broken behaviour. A few have made things noticeably chuggy as soon as combat is entered. They are not something to just take lightly as a panacea.
But returning to the original point: the firing of things like RPGs at helicopters in flight is determined by the AI's confidence of hitting, and the "costs" of the weapon and target. This is not something that needs a mod, as it already happens.
