Looks like it is RHS that is the issue. Unless we try adding in the optional cba.pbo like suggested, it does seem RHS has an issue with cba.

Kukus - Put any Russian soldier in editor and try to open ACE3 menu. You will not see it. Probably new version 0.3.9 is incompatible with CBA XEH and that is why incompatible with ACE3, but I am not sure. Hope, you can make a hotfix. ACE3 and RHS are two must have mods.
Fantatic72 - Can confirm. U cant access ACE interaction on russian infantry. The same goes for ACE self-interaction while playing as one .
Belbo - Have you put the cba_enable_auto_xeh.pbo into the cba_a3\addons\-folder?

Are you going to fix incompatibilities with the mod XXX? Our mod provides mainly new content, and a few features that only affect our content. So there's nothing in our end that creates incompatibilities with other mods. So unfortunately there's nothing we can do in our end, it's up to other mod teams to add / extend their features to our content.
