It seems a bit odd to me that you are trying to replicate what we have already released (MTP uniforms + whatever else) and want us to help you do that?
Unless I'm missing something...

The "coding side of things" is split into two section that are largely unrelated.

The configuration files describe your mod and are static, ie they are just definitions.  There is a lot of info on the BI wiki for the configs.  Here's a sample

The other aspect is scripting.  To understanding scripting you really need to be a proficient programmer.  Again there is a lot of info on the BI wiki

I've just linked a small fraction of the content on the BI wiki, whilst it does not contain everything it does cover the majority of the important content.  If the answer is not there, then the next place to look is the BI forums.

It's not offending, but it is a bit odd to ask somebody for help to produce more or less some sort of copy of content they already made or to hide behind some "mystery project" that you do not wish to disclose. Especially if the information you need is available on the BI wiki.

Can you be a little more precise in what you do not understand?  There is a huge amount of info on the BI wiki and it would take someone probably 12 months of modding to even begin to understand understand it all.

What is your past experience?  Importantly can you program in a high level language.  If not, then I would not even attempt A3 scripting and just stick to the configs.

Find the closest BI class to your requirements, and inherit from that.  Then change the minimum to achieve what you are after.

There are no guides on how to achieve this, it just comes down to experience plus a lot of trial and error.

To give you an idea, it takes us approx 6 months per vehicle, and that excludes the time to build the original model.
