It's not like it's sold as a serious section based operation.... it's a lone tank wobbling down a road with crazy german music playing...

It's hardly offensive - well IMO anyway

When in doubt, assume someone is recording you at all times in 3CB :) - public or private. I think out of the 60 or so 3CB videos I've uploaded, most are on the public. Granted I'll liberally edit out anything which could be questionable or a bit on the "sloppy" side (or make the submission "Private" and only post here if it's a bit more of a piss take). However, general rule of thumb is to assume at least 1 person is recording the session. 

Personally, I found all these really entertaining though... nothing I'd be concerned about whatsoever . If anything - it makes me want to play on the pub.

No set rules mate  - just use your best judgment, and generally avoid posting anything which blatantly represents the group or individual in a negative light (clear racism, bullying, trolling, etc). Additionally a courtesy "heads up - recording guys" to your section probably wouldn't go astray . But ultimately it's up to the individuals on the server to police themselves in the event someone may be recording.
