As stated earlier it's across the armaverse and is a BI bug.

From mod team testing it seems to be a issue with client/server info. Not everyones computer is being told what state someone else is in when in a vehicle so your computer displays this 'default' position. Some people see the correct animation and others see the same player bugged.
