No it's real footage.. Over Ukraine - Happens a lot - they use the roads to navigate... This was relatively sedate.....

Check this out for more insane...



Supposedly it's a tactic - fly so low you fall into the enemy radar's clutter filter... Best done over roads as they are Flat and obstacle free - mostly.

Modern radar technology apparently filters that out though I believe as it's moving too fast. Still a practised "ex-Soviet" tactic though
