Repo locked?

You're trying to edit the collections that the repo creates. That's locked and cannot be edited - only deleted.

Try updating the master rep version down a couple of inches on your screen under the repository section.

To strictly answer the question in the title, yes, the Repo is locked.

The 3CB Collections CANNOT be edited as SJ says. Trying adding a mod to it and it will tell you that it is "closed".

However, it looks like you're not trying to edit it, just update it, and you're failing to update?

I should think you need to delete the collections/repositories, then delete the .sync folders, then reinstall the repo's. There are posts here on the forums somewhere which detail where these folders are kept, I imagine a search will turn them up.

I bet you can't do it again.
What you probably did was create a copy of the Collection and then edit (add to) that.
Anyway, beside the point. I've no more ideas.

I can highly recommend uninstalling PwS and then going to %appdata%/SixNetworks and deleting that folder. It's where it stores all your preferences/etc and I find that systems getting rid of .sync isn't enough to get PwS/PoS to work again.
