well did some research and "it is a thing".
Downloaded Thoroughly virus checked ran the exe "Unparked" the three CPU's that it said were parked Rebooted PC.
took 1 minute in total, so no sweat.

Normally I would get activity on 3 "primary" cores, never noticed this as usnusual before, I just assumed the OS knew what it was doing.
This was mirrored in A3, where I tended to get Core 1 running at 80-90% and two others sitting at about 30-40%. Sometimes it would swap the "secondary ones" but never smooth across the piece.
With the "unpark" feature TOTALLY different CPU profile. CORE 1 almost maxed, all the others equally balanced at approx 20%.. very smooth no jumps..
Translated into gameplay?
I ran one of the Showcase missions on SP - I did not immediately notice some huge FPS increase that I can hand on heart report - no surprise. But there was something there I felt. My guess was about 1-5FPS, but without a benchmark scene I cannot confirm.
I can test it, if there is an ARMA3 Bench I can use, anyone ?
WHAT I CAN CONFIRM... is much Smoother play.. No jitters or jerk., It was not dreadful before, I'm not someone who HAS to have 60FPS everywhere to enjoy the game, but I tested by "re-parking". I.e. turned it off, re-booted and it went back to as before, just a little more "Jerky" with the CPU as standard.
"Unparked" = smooth. "Parked" = jerky
Try it, I was surprised how better the load was balanced. That Perception of more FPS might be simply the smoother CPU load handling - I preferred it and will keep them "unparked" to test for now. This should work on EVERYTHING the CPU does other games included. Other benefit would I imagine be smoother Overclocking if that's your thing. One of the killers to OCing is the powerstates and cpu throttling loads across cores, it causes me Blue screens, when 1 core is "expecting" a response from another core and there is this Nano-delay - crash. I think this could help as it keeps all the cores, idling equally.
This will only work on CPUs with HT or Hyperthreading by the way.
