Doesn't matter, you're not allowed to modify any of your actual gamefiles, this includes the mod files. The only thing allowed is the userconfigs.
There can be no exceptions.

The changed sounds do not modify the game/mod files, only the TS plugin sound files (which are not processed/read by Arma, only TS). Using these custom sounds is perfectly fine and will of course work on keyed servers, I've been using them for months. They sound brilliant.
