If you don't mind an outsider chipping in, you may find the NATO sequence of orders and Quick Battle Orders (albeit with some tweaking for in game) useful. Probably more useful for 3CB specific things than public server goings on.

NATO Sequence of Orders
These are more for Troop level operations. Tp Comds receive Coy Comd orders and then deliver a set of Tp Comd orders to their troop.
Prelims
- Information related to O(rders) Group: Location, DTG
- Security + actions on
- Description of maps (IRL it would be models too)
Situation
- Enemy forces
- Friendly forces
- Civillians
- Atts & dets
Mission
- The operation you're going to undertake. Repeated for effect.
Execution
- General outline
- Organisation and timings
- Outline any boundaries
- Concept of ops - Intent, Scheme of Manoeuvre, Main effort
Service/Support
Command & Signals
- Frequencies, callsigns, smoke, pyro and/or illum outlined.
Quick Battle Orders
Aimed more at the section level but outlines everything from order of march to actions on for each specific section. This is long winded but can be broken down substantially. I've taken out some things that don't translate into game.
Prelims
A - Line section out facing the way you're going to move.
B - Detail off fire teams. (1-4 Charlie, 5-8 Delta, for example.)
C - Detail LMG, GPMG, grenadiers and smoke-men.
D - Who's the point man, section comd, 2i/c
Order of March
A - Which section/fireteam is going to move first
B - Break down into teams, pairs
Tasks
A - Point man (again)
B - Smoke men (again)
C - Medic
D - PW/CPERS handlers
Ground
A - Describe the ground you're going to be covering
B - Axis you're moving along
